A democratic society is dependent upon the quality and level of
education of its citizens. The local board of education has the direct
and immediate responsibility within state laws for providing public
education. Boards of education recognize that the quality of education
provided by each school district is a reflection of the desires of the
local community. The board provides leadership in developing better
school programs for the school district. School boards exist to serve
the educational needs of children.
The board determines policies and makes decisions necessary to implement
an effective educational program. These policies and decisions are made
according to state and federal laws, State Board regulations, court
decisions and negotiated agreements with employee bargaining units.
