English Learners (EL)

The No Child Left Behind Act of 2001 established Part A of Title III, which is officially known as the English Language Acquisition, Language Enhancement and Academic Achievement Act. This portion of the law is specifically designed to benefit Limited English Proficient (LEP) children and immigrant youth. NCLB states that LEP students must not only attain English proficiency but simultaneously meet the same academic standards as their English-speaking peers in all content areas. 

Prior to 2006 Oklahoma used the LAS test to monitor the proficiency of its bi-lingual students. In 2006, Oklahoma changed the language screener by joining the WIDA (World-Class Instructional Design and Assessment) Consortium which includes 29 other states. WIDA is considered to be at the forefront of Bi-Lingual studies and has produced two major language acquisition tools that are employed by the state of Oklahoma.

Information on which students qualified for the language screener administered in September came from the Home Language Survey  filled out by parents during enrollment. Any students whose survey indicated that there was more than one language spoken in the home received the screener. This was done to meet federal and state regulations and to identify any students who may need additional assistance in their course work due to language issues. The results of these screeners are analyzed, and if any action is necessary for student accommodations, teachers and parents of these students will be notified. Students who qualify for services will also take the WIDA ACCESS assessment in Spring 2014.
